Any production illegally discharging waste anywhere should be punished. At first, they are given an order according to which they must eliminate all violations in a certain period. They can be fined immediately for some amount if the instructions are not met the amount of the fine will increase. If, despite repeated warnings, the company did not eliminate the violation, then it would face punishment until it closes. Another thing is that when they come to write out these very instructions, instead of fines, the leaders give bribes and continue to work further. It is cheaper for them to pay who needs what to spend on sewage treatment plants.
